FIRTS:
Have you encountered the error 'CREATE DATABASE Permission denied in database 'master'' even though you are logged into Windows Vista with administrator privileges.
Reason for the error : Windows Vista users that are members of the Windows Administrators group are not automatically granted permission to connect to SQL Server, and they are not automatically granted administrative privileges.
Resolution: Grant rights to the administrator. Follow these steps:
Step 1: Go to Start > All Programs > Microsoft SQL Server 2005 > Configuration Tools > SQL Server Surface Area Configuration.
Step 2: Click on 'Add New Administrator'.
Step 3: In the 'SQL Server User Provisioning on Vista' dialog box, look out for the 'Member of the SqlServer SysAdmin role ' in the 'Available Privileges' box. Transfer it to the 'Privileges that will be granted to' box. Click Ok.
Note: You will be able to see 'Add New Administrator' in the Configuration tool only if you have logged in as an administrator SECOND:
After this run the "cmd"
"C:\\Program Files\\Microsoft SQL Server\\90\\Tools\\Binn\\"sqlcmd -S .\\BWDATOOLSET -E -Q "RESTORE DATABASE bw_dragonage_content FROM DISK = 'C:\\Program Files\\Dragon Age\\tools\\dbbak\\bw_dragonage_content.bak' WITH MOVE 'bw_dragonage_content' TO 'C:\\Program Files\\Dragon Age\\tools\\toolssql\\Data\\bw_dragonage_content.mdf', MOVE 'bw_dragonage_content_Log' TO 'C:\\Program Files\\Dragon Age\\tools\\toolssql\\Data\\bw_dragonage_content.ldf'"
This is it.
These Two things I did startet the Toolset without problems. The key is the First point
Unable to connect to Database Error - Solution that worked FINE!

I do step 3 and click ok, but it wont stay in the 'Privileges that will be granted to' box. When I open it again its back in Available box. This didn't work form me.

i have this problem and i'm not on vista. just one day decided to give the cant connect to database error, and manually strating the database in sql wont work at all
having to compeletely reinstall the game every day is getting OLD. part of me thinks this is tied to the 1.01 patch however and when i'm done raging against the machine, i'll try another reinstall and just not patch.

The Unable to Connect to Database symptom has a lot of diseases. I had it, it took me a while ti find the correct one. I think I might put together a thread with a collection of resolutions that are scattered throughout the forum tonight when I get home from work. Maybe we can convince the mods to sticky it.

Toolset is running and doing well for me, I sincerily dont know what the problem is, it seems that everybody has his OWN problem with it.
One thing that came into my mind: Have you all changed the status of the DATA Folder so that one can modify it? (Rightclick, File approval)

I didn't have this problem before, but I ran a few updates just now, and now I can't access the toolset. And I can't connect to the server using the SQL management studios. I obviously have no idea what I'm doing, but I swear >.> I didn't touch anything. I was using the toolset before I updated.

Also, I can't add myself like you suggest. I get an error.
I'm going to reinstall the toolset and see if that helps.

Bioware has given an answer yet? It is outrageous that they say unless they are working on it.

Note: im directly translating from swedish so no idea if they are called the same in the english version. Running vista 64bit.
Just fixed it, The way i did it was right clicking the data folder(in toolssql)>properties>security tab in there i have a few names find the one that is called User(whatever you named your computer or user name I think\\user) click it and see if you are missing full access then click the edit button and just add them all on that account.
Then either do the code or if you have problems with the path finding just reinstall the toolset since the installer uses the exact same code anyway i did the reinstall way.
