Just starting the Human Mage Origins quest. What is the difference between Magic and Spellpower? I have one staff that is Magic +1 and another that is Spellpower +2.

Hover the mouse over the tooltip for magic on your character sheet. That tells you what magic does. Among other things, magic also gives you 1 for 1 spellpower.
I'm uncertain if spellpower has a similar tooltip. But I believe spellpower is simply damage from spells.

Magic have very little function other than to raise spell power. It helps potions etc. etc. but those are minor.
If you have to pick boosting spellpower is better than boosting magic. Just as boosting attack is better than boosting dex.
Assuming the bonuses are of equal value.

Spellpower increases the effectiveness, damage, and duration of spells as well as staff damage. Magic adds +1 to spellpower and also increases the effectiveness of any potions or other one-time useables used (My mage with over 80 magic heals 100% with 1 lesser healing potion) along with increases mental resistance. So obviously 1 point in magic is better than just one point of spellpower but if you just want pure damage then 2 points of spellpower is better than 1 point in magic.

If you are an Arcane Warrior (or planing to become one), then boosting magic is the way to go.

Also remember to look at the base power of the staff. A staff may say +2 to spellpower but only have a base spellpower of 2 and another one may only say +1 but have a base spellpower of 7. So the second one would be far better (8 total vs 4)
