see, ive been having difficulties playing certain games(not including mass effect or dragon age) because my frame rate is too slow. so, i was wondering if anyone could help me out with what i should buy to get my computer running faster. these are my specs
Intel Pentium 4 CPU 3.0 GHz
memory: 1.5GB DDR1 SDRAM but can hold DDR2 PC2-5300
graphics card: ATI Radeon HD 4600
if anyone can let me know what i shouold get to make my computer run with a better frame rate and overall speed let me know

A modern CPU is what you are lacking. You have a relatively good GPU, but the obsolete CPU really, seriously, bottlenecks it.

I might be able to better assist you if you could provide your upgrade budget. It might even be better to acquire/build a new system, depending on your budget.
However, as Gorath said, the CPU should be your first priority. We'd have to know your motherboard specifications to see which newer processor models are compatible, but you should at least upgrade to a Core 2 Duo, T9000 family, preferably. I doubt it can handle the new i5/i7 series, but if it can handle a Core 2 Quad, you should go for that.
I'd say RAM should be your second, but it really depends on the OS you're using. So long as it's not Win Vista or 7, you should be fine for now, though the newest systems are compatible with DDR3 RAM. In a Vista/7 system, 4 GB of RAM would be sufficient for good gaming.
I don't know as much about ATI cards as I do about NVidia, so I don't think I'm qualified to assist you here. The only thing I know is that the current top of the line for ATI is the 5970 model. If the card you currently have is sufficient for you at the moment, then you should probably keep it until it breaks or it can no longer satisfy your needs, but you probably know this already.

thnx yall, my friend advised the same thing, to upgrade my CPU, but at the same time the amount of RAM i have seemed really low, and i was wondering if that could help to add more. but ill focus on CPU. and i was thinking about building my own computer but i have no where near enough money, my best guess right now at spending will be caped at 100 bucks

Do you happen to know what socket your Pentium IV uses? I originally assumed it would be 478, but then I realized that the P4 is technically available for the LGA 775, which is capable of fairly new (and quite powerful) processors. The P4 is the peak of what is available for the 478.
