I've been on the phone with EA tech support. I had trouble dowloading the DLC after reinstalling the game, and they suggested I uninstall the game manually and try again. I'm on Windows 7 64-bit. Maybe this will help someone else out there.
I deleted C:\\Program Files (x86)\\Dragon Age
I deleted C:\\Users\\{username}\\Documents\\BioWare\\Dragon Age
I rebooted and reinstalled. All my DLC downloaded and extracted/installed successfully.
I had patched initially, but not after the reinstall. Maybe the uninstaller missed some files which prevented the DLC from being redownloaded? I really don't know, but deleting all the game's folders worked for me.
I had trouble with Warden's Keep initially, it wouldn't show up on my map even after I accepted the quest, but that's all working now.
I'm still having issues with the camp site itself though. If anyone who's finished the game can tell me what's supposed to happen here I'd appreciate it.

My camp site was attacked once after the dream with the archdemon. Alistair I think said this camp site isn't safe anymore, and Sten said we should build fortifications. Nothing happened. The camp site is still the same and I'm about 50 hours into the game with only the dwarves left to bring into the alliance against the Blight.
Should the camp site area have changed? And if you happen to have Warden's Keep, where is the chest supposed to be? I can't see it anywhere, unless I'm not supposed to get it until I've beaten the quest.

chest appears after you solve the quest... if you haven't finished the warden's keep then the camp won't have changed iirc

The party chest, which I think you are talking about, appears only after beating the Warden's keep content. It will appear outside the keep (you actually wont be able to enter the keep interior itself after beating it).
Also, your camp itself doesn't really change.. I believe thats only logical seeing it's not exactly a permanent camp (even though it looks like one) but a camp that your party sets up wherever they are at that time.
Sten does say something about building fortifications but that doesn't happen as I know.

Ah I thought that the party chest was supposed to be at the camp site, but that makes sense. Thanks!
I asked about the camp site changing because I remember BioWare saying that the reason they didn't include a chest in the original game was that the camp site changed for gameplay reasons once in a while, and the items in the chest would disappear when the site changed. I haven't actually seen the site change since I started the game, so I was a bit confused. I guess the change they were talking about wasn't cosmetic.
