So they did all the recording.. then during QA they tried a paragon import and noticed that it didn't properly import data on the player's interaction with conrad.... rather than go to the trouble of spending time and resources to patch ME1 so the import would work properly, they just cut the paragon version and use the renegade version regardless of how your ME1 Shepard treated him.
That's my theory anyway.
The glitch is in ME1, somehow it tags both renegade and paragon options. The Save editor can't even fix it. An ME1 patch should fix it, alas we will never see one.

OK, I've said this stuff before on this thread, but since someone already necroed it, what the hell: a little repetition won't hurt. Anyway, we don't know where the glitch is. Everyone just assumes it's ME1's fault, but since not one dev has ever said a thing about this bug, and there's no info on the content of ME1 saves or a save editor for that game, there's no way to really know. It could be in ME1 or the ME1 Save Import utility. It could even be both (as a hypothetical: say ME1 doesn't record the choice at all, and then it's the importer that flags both. Or another: ME1 always flags the same choice, and then the importer flags the other one).
Regardless, the behavior of ME2 is ALSO weird: it actually pays no attention to the Renegade outcome flag at all. If you uncheck it, Conrad still appears. Uncheck the Paragon outcome flag though, and Conrad vanishes. I.e., it checks for the Paragon flag, and only the Paragon flag, and then it gives you the Renegade outcome. I really wish they'd have at least anticipated people messing with the saves (because, c'mon: they had to know it would happen) and thrown in the code to make the game behave properly when only one or the other was checked. It makes me think they only noticed the bug after doing all the animation for the Renegade version, and then decided they'd at least save some time and left the Paragon one unfinished.

That really wouldn't surprise me. I'd also wouldn't really be surprised if they never really noticed the bug in testing either, given how and why QA failed to notice the issue with Garrus in ME1 (which is understandable, just disheartening).

Seriously though why was this missing from the game? I understand if there wasn't time before the game had to come out but they could have patched in it.

I kind of hate when companies, like we say in our country, pass the ball to each other to avoid responsability or keep support costs minimal.
What I really hate is not having an official response, be it a screw you (okay, nothing I can really do about it... can I?), or in the form of a patch (yay!).
Oh, well, I'm going to do what I saw in The Shawshank Redemption: send a letter every day (instead of the week of the movie) until they finally assume responsability and give me an official response.

I was nice to Conrad and he said I shoved a gun in his face.
At first, I thought Conrad was saying it to act tough in front of the bartender, but then it went on and I finally heard about the bug.
