Not as far as I've been able to tell. Done that a couple of times but still get the exact same 'renegade' Conrad. Besides IF it were that easy we'd have vid of that option up already and indignation at BioWare for NOT fixing something so simple. Now we at least got more ammo to see about them fixing this.

No, nothing changes. When you change any flags in editor you have to wait and see changes on a game + import of that particular Shep. Conrad, however stays the same. It is not a bug or glitch, it was done deliberately.

I actually did that with the save editor on one playthrough. I wanted to see stuff like Wreav, etc., and figured I'd see what happened if I removed the paragon flag for Conrad while I was at it. I thought they might have reversed the check, and the code just moved on once the first flag was found.
Anyway, when I got to Ilium, he was nowhere to be found. Haven't tried removing the renegade one. I suspect you'll get the renegade dialogue, since the game seems to ignore the renegade flag and sticks you with the "never talked to him"/"got him killed" result. Or, the code is even screwier than that, and actually requires both flags to make him appear.

2. The bug is in ME1, which screws up the transfer to ME2, which is why the save editing thing doesn't work.
