If not, then a Renegade Verner would only be flagged intimidated, while a Paragon Verner would be flagged both, so the solution would be to patch the game so that the charmed choice is prioritized over the intimidated choice instead of the opposite, since the only way both can be flagged simultaneously is if you went Paragon on him.
Or I could be dead wrong...

OK, here's the deal: yes, no matter what you do in ME1, once imported, both flags are set in the ME2 savegame. Where the problem is introduced, no one really knows. Could be ME1's fault, could be the import tool's fault.
If you use the save editor and uncheck the Renegade flag, and then import that save, Conrad still shows up and still talks about having the gun shoved in his face. If you uncheck the Paragon flag, and then import that, he won't appear at all. I.e., the game totally ignores the Renegade flag. It may as well not even exist.

Ah-ha! So I wasn't the only person whose first impression of Conrad was that he was going to blackmail you. When his intentions turned out to be much sillier, I felt paranoid and guilty. Not so guilty after finding him in Eternity, though.

Well, it would be nice to get a patch but if the problem originates in the ME1 saves, BW might have realized it during development and not have bothered to implement him correctly because they knew hardly anyone outside the very hardcore community would go as far as to edit their ME1 saves to fix the problem or replay the first game to get a proper (patched) save. In that case, I guess we'll never see a patch and poor Conrad keeps taking a bullet for all eternity. *end of sad story*

Yeah, no kidding. I mean, they have the audio recorded, so it's not like they'd have to pay all of the voice actors to come back in for a recording session.
Even if they had a reason for not tailoring the ME2 Conrad encounter to fit the imported save, they could have at least gone with the dialog that would have fit with either ME1 encounter, and not the one that only sounds right if you really DID shove a gun in his face. /facepalm

actually the Asari Consort, the drugged hostage mission and a few other things also don't import correctly, so Conrad isn't too alone. which is of course all the more reason to fix these things, especially before ME3

Edit: Of course, they could still FORCE it to trigger if the player had some way of telling ME2 that Conrad is remembering events a bit incorrectly.

What IS surprising is that no playtester commented on it. (..or they did AND it turned out to be a matter of ME1 flagging wrong AND it was regarded a silly thing to have included with Miranda's and Jacob's little questionaire at the beginning...
