That said I'd still like to, y'know, arrest her, rather than the black-and-white choice of "kill on first sight/blindly free criminal immediately." Due process isn't very popular in the Mass Effect universe.

I let her go on my next paragon playthrough - even knowing she was guilty - precisely because I know that getting her in the next game will be all the more satisfying as a result.

On my second playthrough I was like, oh wait, Elnora, guess my character doesn't know so I will let her go. Then I heard the volus say " All eclipse members have to kill before they earn their uniform".
Well nvm, I shot Elnora down because he did know previously!

So the proper thing to do is go vigilante and shoot her before you find out about the evidence that implicates her so that you can prevent her crimes before they happen.
I will have to check my Powers for Shep to see if Clairvoyance is somewhere between Disruptor Ammo and Adremaline Surge.

How many people did Nassana kill between ME1 and ME2? Shepard is just one man/woman; no one person can save every individual in the galaxy.

I shot the krogan bodyguards behind that volus pretending to be Fade first time too.
As for which choice to make, though I shot Elnora in my first runthrough I'll probably just stick to whatever choice gets me more content in the next game.

Rana doesn't have a gun to pull on you in the first place but if Mordin is in your party, the fact that Rana is unarmed doesn't prevent him from commention that you should've killed her anyway instead of letting her go because her scientific ethics are all sketchy..
