Ok, lets say I used the Mining Laser glitch and got to level 50 before any side quests.
Then
I kept a save right there and beat the game quickly therefor unlocking
level 60. Could I go back to that point, do everything side quest wise
and main mission wise to level up to 60 without having to start a new
game, go through the hoops of starting a new game, ect.
I lost my data and want to play ME2 again. That's why I want to speed up the process as much as possible.
Thanks ahead of time.

Iirc, you would have to start a new game after unlocking level 60. Meaning finish your first playthrough, then start a totally new game, note that this could be with your level 50 character.

if I'm reading you right, you still have the save after you did the glitch, but nothing afterwards?
if so, then you should be able to repeat what you originally did from that point on, or even add/do something you may have forgotten, or want to do differently (like a certain sidequest or so) and still be able to import the save, it would just be a new save with the "updated" info in it, or a replacement if you no longer have the first import save

for example, I recently wanted to import a save where I let the council die, rather than play the entire game again (especially since it was a level 60 character) I started ME1, selected "load career" chose the one I wanted, picked a save before the final fight with Saren, played from there, and made my choice at the end

when I used the save import for ME2 , I had a "duplicate" save of the same character, but it had my alternate choice for the council's fate in it

this technique is great for choosing a different LI, without having to start from scratch, as well

hope this helps
