I'd love a three hour limit on fan art... Enough of a limit to reign me in, but enough time to at least ink what I draw. I figure, as long as I don't draw porn, I can at least run off to my dad's to scan stuff. Gods... I really need to scan a lot of stuff. But sadly, some of it is porn.

I believe that I understand what you mean. Your concern is that if there is no competition that the prompt selector will not provide feedback comments on all the entries, correct?
I can't speak for anyone else, but whether it's a competition or not wouldn't matter for me. If I read a story or view a piece of art, I provide feedback for it. We can still do the summaries, even without a competition aspect to the prompts.
That's what I meant, Icevol, Thank you.

Although I've never had a problem with the time limit (I won't have much more time and I rarely need more than 30 minutes for something I write), it's ok for me if the time limit is longer.

I'd also consider creating a special group for that since I doubt that activity really belongs here even if it's awesome.

I feel there's no need for a time limit on art unless it's a competition and if it was a competition I'd favour a 2hr or 3hr time limit, I do find 1hr to be short.

Most people were fine with the old model.
There was a vocal objection to the "winner picks prompt" model. Rotating rosters were not preferred as a solution, but an idea to select the next prompter from among the participants who hadn't gotten to do a prompt in a while seems to fix the problem and nobody's said anything bad about it.
Several people spoke in favor of extending the time limit from 1 hr to 2-3 hrs; most people don't seem to care and one person is strongly against.
The competitve aspect is attractive to many; nobody called it out as a minus (and entries can always be submitted non-competitively).
Prizes are lovely, although even in the past they have never been obligatory.
The tradition of the prompt sponsor providing feedback to all entrants was called out as a particular plus.
Requirements
The only hard and fast rule that needs to be in place is a method for determining the next prompter. Shadow of Light Dragon's idea for picking from among the week's entrants - both competitive and non-competitive - with the lowest number of prompts to date makes a lot of sense.
I suggest that entrants are responsible for tracking the number of prompts they've given and including that number in their entry. The prompter should not have to go combing through the thread index to determine who's done what.
Custom
Every prompt from the start has included the prompt theme and a time limit, along with whether or not a prize is offered (and if so, what sort). To me, this says that these things have always been up to the prompter, although custom has put the time limit at an hour, and prizes are generally offered.
Non-competitive entries have always been welcome, although they aren't considered for the prize. Now, they *will* be your "entry ticket" for the next prompt lotto.
Time Limits
This seems to be the remaining issue. The idea was to make the prompt something fast and fun people could do, to encourage participation. Participation has been on a downward trend anyway, with a fair number of non-competitive pieces most weeks. I haven't combed through them, but I have a hunch a few will be late but most were over the time limit.
I would suggest that the customary time limit be raised to 2 or 3 hours (with the prompter always having the option to specify one higher or lower). By way of experimentation, it'd be great if the submitters could include their working time, keeping in mind that they don't *have* to take all two or three hours.
I suspect we'd see, within a few weeks, if allowing a longer time limit is going to substantially privilege folks with more free time, open opportunities for artists in certain media and/or non-native speakers, or some of both.

This absolutely cannot be an entry, as it's been in-process for three weeks and isn't finished yet, but it's so *dead* on-topic that I don't feel bad about flogging it.
Over on the kmeme, somebody requested an AU where Arlathan never fell as the setting for an examination of the relationship between an elven Warden and human LI. Well, it seemed to me that some of the party roles ought to be juggled in that situation, with the result being that I cast Zevran in the Alistair role. Only my elven templars have a more organic relationship with mages - their duty is to protect and defend them, and put them down if they're possessed.
Upshot is, selfless protection of others - particularly mage f!Warden and Lanaya, who's his sister in this AU - is a huge defining characteristic of this alt!Zevran.
Dragon Age: Elvhenan, nsfw due to nekkid barbarian shenanigans, bad romance cliches, and the Dark Ritual. Aside from the dubious nature of the DR, no content warnings.

I laughed so hard! I do that all the time becaus ays forget to reset tactics I totally feel your pain and can imagine this very scene with several characters!

Rinna had always been able to take care of herself, of course. One didn’t make it to their double digits in their line of work without being reasonably self-sufficient, after all. Still, Rinna wasn’t exactly the run-of-the-mill recruit. No, she was special. Her movements were so graceful that she almost danced across the battlefield and there were times when Zevran realized that she was a lot closer than he had thought she was. Her eyes gleamed with justice and her targets never saw her coming.
That was why Zevran didn’t understand it, this strange need to protect Rinna. Rinna may not be as talented as he was – well, by his own admittedly biased estimation at any rate – but she was better than most and she’d never forgive him if she knew. Taliesin would never let him hear the end of it and who knew how the Crow Masters who hadn’t even let him keep an old pair of Dalish gloves would handle the news? Well, he would just keep this information to himself, for everyone’s sake…not to mention, of course, that he wouldn’t have even known how to express the sentiment even had there not been so many, many reasons not to.
There was just something about her, though…when he saw her standing there alone he wanted to hide her away from the rest of the world. When he saw her hurting he wanted to kill whoever had done that to her. When he saw her in trouble, he had to stop himself from running to her side and fighting with her. It was really a good thing that they hadn’t had any missions together because, despite how much he would enjoy their time together, he was afraid that this strange protective instinct would do something to jeopardize their goal or get one of them into trouble.
It wasn’t even just a matter of him wanting to make sure that nothing happened to someone important to him because he thought that Taliesin was probably more important to him than Rinna was and yet…He would be very upset if Taliesin died and would readily take the opportunity to avenge him if he could but he didn’t feel that same compulsion he did where Rinna was concerned. Taliesin was no better of an assassin than Rinna so what was the difference? Why did the thought of anything happening to her make him feel sick while the thought of something happening to Taliesin just filled him with a cold anger?
He would have to figure this out or otherwise get past it because this desire to protect Rinna wasn’t going to do anybody any good, not even her.
Caunira Surana could kill a man with a gesture from hundreds of feet away. She could take out a dozen darkspawn at a time and on the off-chance that she suffered a physical injury she could completely heal it in a matter of seconds. From what Wynne had said, Caunira was one of the top apprentices up at the Circle Tower and he could definitely see why. Caunira could take care of herself far better than Rinna ever could and he had no doubt that, if she so chose, she could kill him without so much as touching him. She had been the death of hundreds and would probably be the death of hundreds more before this Blight business was through.
That was why it didn’t make any sense. With Rinna, at least, he felt that if it came down to it he probably would be able to defend her better than she could defend him. With Caunira, it was just the opposite. So why…why did he want to try anyway? When he saw someone (usually a long-ranged fighter or another mage or emissary since close-quarters fighters didn’t often get close to her) going after her in a fight, he went after them without a second thought. If someone got close enough to attack her with a sword or a dagger then they were losing a head and if any of them actually managed to wound her…well, they usually ended up regretting that.
For all of that, though, he knew that it was absolutely unnecessary. She had been managing just fine even when it was just her, Alistair, Morrigan, and the dog and she would continue to manage fine even if…when the day came that they were no longer travelling together. More often than not, it was Caunira who was freezing an enemy that was about to land a blow on him. And as far as protection went, she was the one with the skills and the reputation to keep the Crows from coming after him while he could do nothing to stop the darkspawn or the humans from trying to kill her.
And yet…and yet it almost felt like Rinna all over again. He still wanted to hide her away so she wouldn’t get hurt, he still wanted to hurt whatever had hurt her, and he still wanted to run to her side and fight her enemies. Unlike with Rinna, however, he actually did. Unlike with Rinna, there were no Crows or unwritten rules holding him back.
Zevran still couldn’t figure it out and he was starting to doubt that he’d ever get past it but maybe…maybe that was okay. Caunira could take care of herself, after all, and he’d be there to try to protect her however he could regardless. He had to have learned something from that mess with Rinna and maybe that was what mistakes to avoid. Maybe this time, he could pull it off.
Maybe.
He had another chance now and it was all thanks to Caunira. He’d do whatever it took to keep her safe.

Zevran looked up at Morrigan and took in the flush to her skin, the fire in her eyes, the tension in her stance—none of it at all sexual, indeed about as far as one could get. She looked ready to unmake the subject of her search with her dreadful magic, or perhaps transform into some beast to tear into them more viscerally. With a lazy blink and a half-smirk, clueless and careless, Zevran politely told her, “You must be more specific, my dear.”
“That damnable hound! I saw him over here earlier. We shall have more than words after what I found in my pack!” And Zevran suddenly found a slender hand shaking half a mangled rabbit in his face, unpleasantly close, and he couldn't help but wrinkle up his nose at the rank sack of fur.
“You are not taken with such gifts from an ardent admirer, my dear? Surely we can train the hound to fetch you baubles and jewelry instead, but everyone must start somewhere, yes?”
Morrigan's grip on the rabbit tightened until her knuckles turned white and fine bones in the abused corpse snapped audibly, stark contrast to her animalistic sound of frustration. “Utterly... useless!” As she stalked off, Zevran kept his expression carefully neutral, went back to tending the fire while Leliana and Wynne finished preparing the evening's meal.
Everyone looked up to watch her rage at the Warden over the mabari's behavior, shaking the dead rabbit at him in one hand and a ruined set of underthings covered in blood and dog slobber in the other. The Warden shrugged, of course, and everyone could hear Morrigan's colorful exclamation of rage.
Once Morrigan was back at her own fire angrily distracting herself with potion making and everyone was sated from dinner, Zevran brought the hound his scraps, as they had come to a silent agreement earlier when the hound ran off to hide.
“That was pretty good, but you must be more careful in the future, my friend. She will find you next time.” The mabari simply wagged his tail, dipping his snout as if in acknowledgment, before digging into the offered scraps.

@Sarah - It is kind of odd that he's so protective of the leader of Team Badass, isn't it? If anybody can handle themselves, it's usually the Warden.
