It's when he's telling you to get the treaties and Alistair asks why they were just left there.  Duncan says the Wardens assumed they would return one day, but....

Errant...I think he says it in after you come back from the Korcari wilds. I can't remember exactly what you say to him about the treaties but I think that is one of his responses.

Thanks Lady D, Yankee. I was way off. I thought it was in one of the voice overs. Hmm... So he was talking about the past before they were exiled.... I don't think I know enough about that to go there.
