Since it's mostly conjecture, I'm going to point to his guilt over leaving Lothering in the state it was in. I can't see him being ok with leaving an entire country to fall when there's any chance that he could help save it.
Yeah, in the second scenario, I think Alistair would want to stay, and if the PC backed him up would do so. Lothering, alone, might be enough. He might even if he/she didn't. In the first, I think he'd go, but it would create a rift between him and Duncan.
I didn't know that DG had said that. Interesting! It puts a bit of a different complexion on having Alistair stay a warden. Would the PC be enough to keep that from happening, I wonder?
