That's how I see it. He never says that he had always dreamt of being a Warden, just that he was desperate to get away from the Chantry and Duncan coming to recruit gave him the chance. So it was kind of like being a Warden was secondary to him in comparison of simply being wanted and valued by whoever...? I don't know.. he does make a big deal of it being an honor to be a GW.
And of course, when you ask him what he's going to after the Blight, if he's not king he doesn't mention the Wardens, rather...
I think he equates being a Warden with being needed and wanted, but also with doing good. He can come to see the wardens as less 'good' than he thought, and he can also start to see being king as an option to do good, and a place where he's needed, as well. He only gets the 'wanted' part if he and a female warden stay together.
