To me, betraying your country doesn't have to mean that you doing or not doing something would mean that the country is destroyed. Alistair is being counted on to help save Ferelden and even shows up as a candidate for king even though he has been very much against this for some time just to ensure that Ferelden has a chance against the Blight and aren't still killing each other than the darkspawn show up. At the very beginning, he tells you he has no intention of abandoning Ferelden and doesn't say anything about not wanting to betray his Warden oath by going to meet up with the Wardens in Orlais. He is committed to protecting Ferelden and that's why you go out on that mad treaty quest in the first place. Then you do something he can't forgive and he leaves.
Yes, he's done a lot before then but just because someone IRL might have done a lot for their country in the past doesn't mean that they can't betray it. It doesn't matter whether the country will survive after someone betrayed it as the destruction of what you're supposed to be protecting is not necessary for it to be a betrayal. You can call it desertion if you wish but I see desertion and betrayal as pretty much the same.
Eh. Lady Jess said this better than I could. Also I still don't see it as a betrayal personally.
