I bought Content on my Xbox live account and it won't let me download it to my PC copy of ME2. It used to let me do that but now it won't and it is frustrating the hell outta me. Does this mean I have to buy DLC twice?

As far as I know this has never been possible. All the goodies you have registered to your account should be here.
The only cross platform goodies are the Collector weapon and armor, and the blood dragon armor.
