I know my operating system is fine. Whenever I try to make a new character, the system starts to load, but it suddenly stops before it finishes. I've waited for hours and it still didn't load.

Operating system is hardly the only thing you need up to date in order to play Mass Effect 2. What are your graphics card and CPU?

I had a load issue that took some fixing (as its remarkably hard to find info around these parts with out getting lost in piles of junk) make sure you have the latest version of ME2 http://social.biowar...ge/me2-patches
Many of the older PC ME2 cds were shiped off very flawed, and requires the patch to run at all.
