Is there a way to edit a character face after character creation? Also, is there a way to get the specifications of an NPCs face so that we can use it on our player face?

All you have to do is open the toolset and open a new file called a Morph. Once in choose your race you want to make where it says [choose base] then there will be abbreviations for what morph they are. HF- human female, EM- Elf male and so on. Just choose what you want and a head will appear. At the bottom right will be all the options you can choose to edit the face. With the toolset editor you can get alot more different results in the way a character can look example -

My warden and Leliana here are both faces made in Toolset. If you want to overwrite the original face just export your face as a .mor file by right clicking the face and posting to local. Find the mor file and drop it in the toolsetexport folder in your override folder of dragon age. Also open the save file of your character in the toolset and open up
PLAYER_CHAR
PLAYER_CHAR_CHAR
PLAYER_APPEARANCE
PLAYER_MORPH and put in the name of the mor file (without the mor)
save the save file and open the game and presto your warden has a custom face (although in the fade the transformations get a little messed up)
If this is about DA2 the only way to change your Hawke's face is to have the Black Emporium DLC which has a mirror in which you can change Hawke's appearance. (That is until Bioware ever releases a new toolset for DA2)
