Bioware is trying to actually innovate in its own franchise, trying to improve things. That means change, sometimes change that some of us may not like.
I personally loved DAO for its old school feel, and I must admit to being somewhat wary of what I hear, but at the same time I am confident I will still love DA2, if perhaps not as much. After all, I certainly loved ME2 despite the reduction of the RPG elements.
That said, concerning DA2, no one has ever mentioned reducing or "dumbing" down basic RPG elements except for the greater restriction on character creation. And on a practical level the only restriction is that there will be only 1 origin, and you must be human.
Of course, if what you look for in an RPG is having a completely blank slate of a character, then I can see why this would be a problem, and why you would be disappointed with most modern RPGs. I am not sure if anyone will ever make big budget RPGs like that anymore (technically Morrowind/Oblivion give you a blank slate, but of course combat is more action), the genre has moved on IMO, and now the focus is on delivering a good story (which usually requires a more restricted player "origin"). I do contend, however, that having an absolute blank slate for a PC is not a requirement for a game being an RPG, and Bioware's recent efforts certainly qualify as RPGs (or action-RPGs, in the case of ME/ME2 and Jade Empire).
