except for the first, that already has

Mass Effect: Citadel Politics. It's like a C-span game, but with aliens. Of course if I get to gawk at the Asari Councilor the entire game... No, no it'd still be awful

Didn't Red Storm make a game like this back in the day, I think Stardock also does something like this

The whole objective with this game is to beat the crap out the Turian council member by using Kinect. On second thought, i'd probably enjoy it
