Why do you disable spellcasting?

I guess when I reach it (my Jester is still in the BG1 portion of BGT), I'll give it to Minsc (who is a barbarian in my game and thus unable to wear plate), but it's going to grate on me.

The basic answer is that for BG1 and early SoA they would be so powerful that they would unbalance the game.  If you want to, you could create a dual or multi-class PC who is a fighter/mage type, but this is most useful if you are playing solo or just using 1 or 2 NPCs. With a "normal" party of 6, the idea is to have your mages/clerics use defensive spells to help protect your melee fighters.

It disables spellcasting because it's standard chainmail rather than the mithril or elven variety that is lighter in weight. For whatever reason BioWare decided to go that route. It's why I usually use that machine to get two pairs of boots instead. I once wanted to use it on a bard too. It's so colorful! :D Only to have my hopes dashed by its restrictions.

By the time I get it I will have probably already have the Melodic Chain, which is practically thrust upon bards for deigning to show an interest in their class stronghold.

The name's the rub, you see.  It's "Jester's Chain", yet a Jester can only wear it to the detriment of a significant chunk of his talent.  (Though it's a chunk I often neglect, so perhaps the Jester's chain won't be so detrimental to my Jester after all.)

I'm a bit slow on the uptake at times. XD It is a weird piece of armor though. Considering the armor's history and name, I agree it is a strange. :?

I caved in and bought the jester chain too, thinking it'd be a bardic armor. It's not even that great of a set of armor. I want it to be, though, just because of how colorful it is.

Can you actually receive two pairs of the boots of speed from the token machine?

No, you can't. There are exactly 21 Mithril Tokens in the level. You can get boots of speed (15 tokens) + boots of the high north (5 tokens), which is propably the best choice (if you don't play solo).

When I played a Jester, I modded the Jester's Chain. I removed the Disable Spellcasting effect and made it +3 instead of +4- basically making it a more stylish version of the Melodic Chain.

The changes didn't effect balance and can be easily reconciled with the description.

You may want to consider doing something similar.
