Talk to the templars... it's something along the lines of they are closed due to memorials and funerals for the men lost at Ostagar.

hm yes that sounds familiar actually... But a bit strange to close the church. Wouldnt it better or more appropiate to have it open? So people could pay their respekt and comfort in the church?

Perhaps private rites are being held; many funerals are not open to the public, only friends and family of the soldier being honored at that particular time are allowed in.
Edit: I checked...
"While the Cathedral is closed, if you need to make wedding or funeral arrangements, you'll have to talk to sister Olma."
"The death toll at Ostagar was... staggering. We've had a funeral everyday for a lost son or daughter of Denerim. We've many more yet to hold."
So yes, the Chantry is closed for private funerals.

True, but where else would you go to find Sister Olma? Or is she the one corrected the nutty sister outside?

No, that's Sister Theohild, and Mother Perpetua (the one who corrects her). I don't think Sister Olma is there, unless it's one of the ones you can't actually talk to.

The game spans almost a year, and it's closed the entire time

That's the answer provided in game. I'll check after the Landsmeet and see if they say anything else, but I don't think they do. Given that they're likely performing thousands of funerals, it's not that unrealistic I suppose.

Maybe it'll be an explorable area in future DLC.
