Actually, do the Gamertag things first and see if the game will run. Only redownload if there is apparently no other option (downloading stuff is time consuming).

Under normal circumstances you will need XBox Live to get the license transfer and recovering your Gamertag in order to get everything working properly. I suspect that you will need to contact Microsoft to see what options you have if you don't have access to the internet at home.
A lot (probably all) of the things require some form of authorisation via the internet. So even if various personnel can assign your new 360 with the items you would still need to verify it (at least that's what I would anticipate).
However your query begs the question as to what trouble you could have: how did you get your dlcs if you do not have XBox Live? (That puzzles me somewhat and I am curious by nature.)

Make sure that your new Gamertag is linked with your EA/BioWare account by going to http://profile.ea.com and searching your persona list. If you do not see your new Gamertag there, you may need to link it by following the instructions in the following FAQ: http://support.ea.co...detail/a_id/826
Once linked, then redownload your DLC and you should be set.

I am having that issue as well but I've not changed anything. same xbox same profile just that when i'm not connected to the internet all the dlc (and I've got almost all of them) are said to be corrupted and i cannot load any of my games. I deleted them and redownloaded but to no avail. any ideas as to why?

What you describe is typical of a Gamertag not being associated with the console. I would suggest you recover your Gamertag first to see if that will resolve the issue.

So the Gamertag is associated with the console itself? Meaning I could not take my USB stick over to a friend's house, create an XBL account attached to the profile on my USB stick, purchase DLC for it and then use the USB stick to play the DLC on my console (which is not connected to XBL)?
If so, that's a bummer. I've been wanting to play Lair of the Shadow Broker, but there's no way I can connect my 360 to XBL without buying a wireless adapter. Guess I will just have to go without.

Technically a Gamertag can float between consoles, but it has a definitive home (your own 360). You could for example go round a friend's place, use their 360 and sign into XBox Live with your Gamertag and retain the usage of the dlcs associated with it, but only when signed in.
Now, I don't know what you mean by 'create an XBL account' when you already have a Gamertag. That I admit puzzles me, as it can be read as meaning you want to create another Gamertag. I don't think that's what you mean, but it is unclear what you have in mind there.
I am unsure what would happen with respect to the content licenses if you were to purchase dlcs on a friend's 360 while signed into your Gamertag. The dlcs will belong to your Gamertag, and I assume they will be native to your 360. Worst case I suspect there is that you'll need to perform the content license transfer to consolidate the various licenses which would mean needing internet access.

Thanks for the response. I don't have a Gamertag, for the record; sorry for the confusion. But shortly after asking my question, I had an idea similar to your suggestion. My friend uses a wireless network adapter to connect to XBL, and has in fact brought both it and his hard drive over to my house on occasion for some gaming. So maybe I could simply borrow his adapter for my purposes? Not sure why that idea never came to me before; guess I just assumed it would not let me access any DLC once the adapter was no longer attached to my console.

i think thats a bit of a drag that once you've downloaded content that it cant be permanently on your hard drive so you can play it without being connected to the internet ,the whole re-download process is very tedious, for me ive moved and my old xbox was left at my previous adress but i still kept my harddrive you trying to tell me that stuff i downloded is obsolete now if i try and load it on my new 360, that is really redundant .

I don't think I explained my idea very well. My thought was that I could use the wireless network adapter to connect to XBL on my 360, create my own Gamertag on my USB stick and download the DLC I wanted, and then from there be able to play it whether I was connected to XBL or not. Would that work?

@FutureBoy: dlc can be used offline; otherwise I wouldn't be able to play offline with all my dlc for ME2. Never had a problem. Dlcs are registered to your console, Gamertag and EA account and not the HDD. Dlcs do not mysteriously delete themselves off of your HDD as you seem to suggest; typically they become 'corrupt'. You'll need to perform the content license transfer and recover your Gamertag to fix the situation (make sure your Gamertag data is up to date before you do otherwise you stand the chance of losing info).
@MayorHaggar: that should work. Make sure you create your own Gamertag first, and use an email that you know the details to rather than a junk email address as it were (it will save you problems should anything happen). Sometimes, though not always, dlc might not run off of a USB stick; I'm not sure whether there have been any problems with the ME2 dlc but I don't recall any. I take it you intend to purchase your own copy of the dlcs then, so that should be fine as long as you can use them off the USB stick. My point about the save games will still stand though; so you'll have to play again from the beginning.
