 Honestly, I think it was just an Easter Egg, not a sign that the two games are somehow connected. 
In Mass Effect, human technology was a lot greater than it could ever have been in Dragon Age, even if Dragon Age had taken place some planet undiscovered and in an undiscovered system. And even if they were connected, I don't think I'd want quarians in Dragon Age, or any alien species for that matter.

I thought it was bad enough seeing quarian models in Fallout 3. I have to admit, they looked cool...if not severely out of place. Quarians running amok in Ferelden just might even make Sten cry, albeit he'd cry only a single tear.

Alright, Tali is in Dragon Age 2. What are you gonna do now? Shag her? In that dirty tent of yours? No way! Kiss her? No. She might get an infection. Oh ok. I can live with that. Hey Tali! Wanna eat? Sure, do you have refined edible paste? Edible what now? A Quarian is out of place. Dragon Age is dirty, bloody, full of germs, has a lot of pointy objects, no dextro-protein food or clean rooms.

But you don't deny that there's a possible Sci-Fi twist at the end!  Or even if they are a part of the same universe.
