Black is a cultural identity as well as a color. Rivaini are dark skinned but not "black". Unless you live in a country where "black" has no other meaning besides skin color.

From what I gathered.
Anderfels: White, based on Rome.
Antiva: white / tanned, based on Italy.
Free Marshes: A general location for everybody with no central government.
Ferelden: White, based on England.
Orlais: White, based on France.
Rivain: Tanned (Duncan's mother was from Rivain), based on Spain.
Nevarra: White, based on Germany.
Tevinter: Heavily hinted to be white and gothic.
Seheron: Qunari.

This extends beyond skin color, but considering they can make NPCs in a variety of skin colors without making entire new models it doesn't seem like a huge thing to ask. I also hope we learn more about the various culture of Thedas.

I didn't ask for diversity in DAO because of the setting, though I could have brought up the Denerim docks as a place where you'd likely see it. It's just because of how the Free Marches have been specifically described that I'd be disappointed if we got there and it was homogeneity as far as the eye could see.
