I currently reside in Japan. I've tried purchasing points and encounter the following issues.
1. With my credit card I cannot get past the card verification when I try to set it up. I used this card back in the US to purchase points and had no issue.
2. My debit bank card successfully verifies, but on the attempt to purchase the transaction is rejected. My bank shows the transaction pending from EA, but then it just disappears after a few days.
I've tried multiple browsers; chrome, firefox, ie, opera.
Any help would be great. Thanks.

Update. I was able to purchase Bioware points at the EA Store. The Bioware points website still didn't work. If anyone is having a similar issue, give this a go.

For me not even the EA-store did work, I'm getting pretty depressed now. I tried my two credit cards and my paypal account, but it is impossible to get one of these payment methods verified.
I was even in contact with the Paypal customer support, who advised that I should use mobile phone verification. But also after installing this feature and entering the one-time pin I receive now on my phone I can not verify.
I glad that the companies will be suspicious if the IP is not the one from the credit cards country, but if I am completely unable to purchase anything from Bioware, just because I happen to work in a foreign country makes me mad.
Is there NO WAY to verify my payment?
