Playing a priest of Lathander, when should I duel, and what to? Solo game

I'm playing a Priest of Lathander cleric.  I had previously dualed to a thief at lvl 16.  I decided that I wanted to push the cleric further on to level 22 and get at least 1 cleric HLA (leaning towards energy blades, love that spell combined with righteous magic, or possibly Deva).  At 22 you also get another level 7 spell slot, for 3 total.  I'm also considering going to 23 to have energy blades and deva (or something else perhaps).  Also you get your 3rd shot of Boon of Lathander at 21.

One potential downside to waiting til 21 or 22 to dual to a thief (20 is the cutoff for this), is that if you use Vhailor's helm, I'm pretty certain your Simmy will never get to use Cleric spells, as long as you stay under the ToB 8million exp cap.  It'll just be a single class thief, with access to innates of course.  I discovered this when I dualed my previous PoL to Thief at 16.  In order for my Simulacrum's thief side to surpass (and thus unlock) the cleric side, my thief had to be lvl 28.  Casting this at thief level 28 made my simulacrum a 17 thief/16 cleric.  Apparently simulacrum doesn't affect the level of the class you dualed FROM.

My other consideration is dualing at 21 to a Mage.  This will allow me to reach Mage level 23.  With stacking the 3 Boon of Lathanders from my cleric, as well as improved haste, this should give me 10 attacks per round on a dual-wielding cleric/mage (for 2 minutes a day), or 8 APR with the Staff of the Ram or something, as well as having access to 6 Mage HLA's.

Vhailor's helm is too good to pass. 10 max damage assassinations is not nearly as good as 20. :)
