Cause he's just that good. Besides, if there were more people in the cockpit, they'd have to have more dialogue.

I want my pretty drive core back!
In loading screens of the ship when they show the floor you're passing buy it seems they do not properly utilize the space it is small on the inside according to the load screen but as you play its not so bad in size.
I also find it odd no one has any issues regarding SR2 I mean they where up in arms about SR1 shouldn't they be even angrier about a copy ship running around.

Well, as havoc373 mentioned, Normandy's in-game insides don't actually fit within its own exterior. But then, casual-dressed Shepard doesn't even fit within her own armor, so what do you expect from her ship
In-game, the SR2's existence isn't exactly common knowledge. On the forums, well, this certainly isn't the first thread about these issues. But hey, at least the SR2 has restrooms and living quarters...Destroy Raiden wrote...

here's the size chart for the Normandy's width.
again based on the same measurements i used for the length and height

23 meters for the fusilage thats wider than i would have guessed. kinda makes some of the interior spaces a bit more plausible. still have to figure out the hanger though. since i'm also putting that inside my maquette
along with a to scale hammerhead and kodiak shuttle.
anyway enjoy
