So I know that there's a mod that adds cut dialog with Wynne in the circle tower in relation to being a blood mage, but is there any other, even slightly altered dialog if the PC is a blood mage? IE: Most humans will react differently to an elf character. Anything like that?

Not that I'm aware of. You'd think Alistair would have a fit about travelling with a "maleficar" given the fuss he makes about Jowan, but no. Nothing.
It's even possible to make Wynne a blood mage, which makes zero sense to me.

The cut dialogue from Wynne actually has her comment that the magic you use is unsettling and unfamiliar, so apparently the blood magic you learn from the desire demon is somehow different than she's accustomed to since even she, as a Senior Enchanter, isn't able to recognize it as blood magic. I'd guess nobody really knows (although Morrigan does make a comment during the Dark Ritual that while the dark ritual is considered blood magic, she doesn't think "someone like me" would care).

Bupkus. You do get a couple extra dialogue options in Broken Circle, with the blood mage you spare (you can recruit her to fight darkspawn) and with Uldred (you can suggest that you're kindred spirits). Things there proceed pretty much as usual, too.
