Those who opperate out of greed and others who have bought in ignorance have inflated the worth of that particular Litho to roughly the amount you suggested, on other websites - you can think along those same lines if you so choose.  The truth is that there is still an unspecified number of Tali's left to be sold by the Bioware Store for $40 at an unspecified future date (don't ask, no one knows).  To dispence with any suggestion, though, the personal worth of any particular Litho obviously changes due to each perspective of each respective person.

...but as you're posting (and I'm replying) in this particular thread, I might point out that, for the sake of the rules, any Litho for all intents and purposes should be valued around the listing price, plus shipping (~50 USD).
