Adding SKILLS not the same as adding SPELLS/TALENTS

It seams that mearly adding a skill, through modifying the .das file, does not necessarily mean the
character will be able to use it(note i said skill, not spells or
talents, which can be added and used by the character just fine). To add a skill, first you have
to make the party member able to level up their skill. You can either
wait till they level on their own, or add skill points. Unfortunately,
in the .das file, party members do not have the line to add skill
points, so you have to manually copy it from the player character, and
paste it into the party member of choice. You need to change the value to 1 or 2 or whatever number of skills points you want the party member to have. Then, when you load the save,
there is a plus by the character, you can then "level up" and choose
the skills you want.

So, in my case, even though Wynne had 3rd level combat tactics, she could not "use" them for some reason since she still only had 4 tactics slots available. So, I deleted 2 of the three skills for combat tactics(make sure you delete them so you have a natural progression), then added the line to give me the ability to give her skill points. Then changed the value to 2. Load up the game, she is able to level with 2 skills points, and now she has full tactics slots.

Are you certain? No entries are made in the save file until you have some extra points to spend. That goes for attributes, skills, and spells.

He's right. Manually adding Combat Tactics wont do anything. To make it effective (actually add tactics slots), you have to either remove/re-add the character through the party window, or go through the level-up screen, to trigger the internal methods which actually add the slots.
