Ok so try to keep this short.

Bought PS3 Dragon Age, created account entered codes for armor and golem got them all is well.

Bought ME2 Digital Deluxe. forgot about the DA:O account created a new one hooked up to cerberus.

So now I can't get my Blood Dragon armor in ME2, anything that can be done to reticfy this?

Your games seem registered on the same account - is the problem fixed?

If not, then have you downloaded any content for ME2? Nothing shows up in-game unless you download and install it manually. On the sidebar to the left, highlight "Profile" and then go to "My Registered Game Promotions". The downloads for ME2 are there.

apparently you can register them to any account but you can only use the codes once and they are stuck to the account you used them on.

*Derp*

Edit:
I thought it was true, but it might not be. I wonder if you can reregister the game if you remove it from your profile via "Remove Registration" on the "Register Games" page. I'm pretty sure EA Support can move registrations from profile to profile, but I don't know for sure as I've not had to do it.

They can. Say you need your entitlements (DLC) transferred from one EA account to another. They do it frequently enough.

Well after 2 1/2 hours of painful customer service chat I got my armor... yay?!
