But why would he take the time to be nice to a city elf, and not even try to be so to a Cousland considering what happened.
Maybe he feels the Cousland is already used to such compliments and doesn't need it? I don't know, it is curious that only the city elf gets it.

I was thinking more along the lines of him giving us his condolences for what happened.
If he took the time to complement an elf for fearing that she wouldn't belong, couldn't he take time to do what I would presume is his duty towards a noble and give his condolences?
Now I don't mind that he didn't, he has tons of things to think about. But why take the time for a city elf?
The only reason I can think of is an attempt by the writers to soften the position of a CE towards Loghain at the landsmeet, after knowing what he was doing in the Alienage, and to show he is not racist.
Not sure hwoever if a compliment is enough to make CE change their minds.
