I mean, what if the First Warden's ultimate goal is a sort of "New World Order" for Thedas under the Wardens? One World Government, ect. And this move in Ferelden is like the launching grounds for something bigger?
The reason I say this is because I've seen some pretty blatant easter egg/references to subjects of popular conspiracy theories. I wouldn't put it past a developer to have a little fun mixing in that sort of thing to sort of screw with your head for fun.

To be honest, I personally would look favorably at a neo-Tevinter Imperium or some power that is able to rally Thedas under its banner (hence Arcturus going through the Mirror). But I am not sure I'd like Wardens to do it.

Yeah. The whole secret-ritual/darkspawn blood stuff and join-or-be-slain law of the Wardens is extremely similar to claims of initiation rituals in real-world secret societies and cabals. As is the Wardens' general influence Thedas-wide, as well as their approval and support for the birth of the Chantry, ect. I agree on Avernus, I think he is extremely loyal to the Wardens, above all else.
The Wardens themselves are expected to put Grey Warden interests above national/special interests. And even give up nationality alltogether.
I wonder if this plan of the First Warden is going to be carried over to future sequels. We know Morrigan and Old God Child will be playing an important part. I would imagine perhaps the Wardens themselves as an organization might as well.

I think by that point, the Wardens were largely controlled or very much influenced by Emperor Drakon of Orlais. He was the clear hero of the 2nd Blight and the Wardens followed him. I think he conquered the Anderfels even. I am certain it was once part of the Orlesian Empire.
I think it was the decline of the Orlesian Empire that gave the Wardens more autonomy and shaped them to become what they are (though I still argue that Orlais has influence via stipends and that they are political allies contrary to claims of neutrality). I think the claim of neutrality was relatively recent and came about during the 3rd Blight, when the Wardens mediated between Tevinter and Orlais (to get them to fight the blight naturally).

Yes, and when you read the bizarre conspiracy theories going on, supposedly similar historical events signaled this/that/the other on the birth of some nefarious order. Certainly not rational on many fronts, but most conspiracy theories aren't, either.
I'm just toying with the possibility of some grand Warden plot to unite Thedas under a single, absolutist authority. I mean, beyond the Blight and the Darkspawn, which are rare events on the surface, what do the Wardens stand for as an organization? What sorts of values do they enspouse? Do they have an agenda for what will become of them after the 7th Blight has ended?

I think the First Warden and Avernus are at least pondering on the future and it's clear the First Warden wants to prove that the Wardens are essential, blight or no as Mistress Woolsey said.
But other than that, I do not think they have a master plan, at least not now. The Wardens remain heavily dependent on their host countries with the exception of the anderfels, which is the poorest nation of Thedas. They are also heavily reliant on stipends and the Anderfels cannot possibily provide for them an economic base for whatever plans they might have.
Of course controlling Amaranthine, a vital sea port in the Waking sea, might rectify or alleviate this.
Too bad for the first Warden, Arcturus is not going to let it happen
