When my char went to lvl 7, I got no + sign to up stats and such. Level-up button greyed out as well. It was new and I was still learning, so I figured that's how it works on certain level ups. Then I went to lvl 8, and still no way to increase stats, pick talents, pick skills. I knew it wasn't right then and consulted the manual. Definately not right.
Starting a new game after a reinstall and hoping for the best. Anyone else see anything like this?
no perks with leveling

Did you have auto level up turned on?? If so you don't get to choose, it does it for you.

Thanks...I'll have to check that. If it's true, it was an accident with no obvious indication to me that it was set that way. But I'll bet you're right.
