To get overly technical, hair mesh can --like any other part of the character-- be animated used any of the "bones" which make up the skeleton associated with the charater. The default DAO hairstyles use just the basic bones for the head and neck to prevent the clipping when character turns/tilts head and such. But it's not impossible for character to receive some special attention, like extra bone in the skeleton which is then used for additional animation of body parts (Desire Demon comes to mind here, she has extra bones both for the tail animation and her self-groping) Maybe Flemeth's hair is done this way, but for other characters in the trailer the hair appears static, except the little cgi bit for Hawke when the game title shows.

I had this exact bug happen in DAO couple of times. In Varric's case it's even funnier to imagine it's his chest hair that gets misplaced...Pseudocognition wrote...
