Didn't stop non-dwarves from picking a king for Orzammar in DAO xD Or non-HNs from picking Ferelden's monarch. People need to stop resting their Extremely Important Political Decisions on random schmucks just because they're convincing enough and can hit things good with sticks.
That was always odd to me "Hi! I'm a Dalish fresh out the wild with no idea how your politics work and a mild hatred for all humans! Pick a ruler for you? Why sure! :O"

EDIT: I forgot to mention that I think Varric is more of an ascendant while his brother is more towards being a kalna and an ascendant (Merchant Guild...), therefore, it explains why Bertrand would send you off to go pick up some important thing (forgot what that is) and I bet Varric would the grumbling a lot...
