Honestly how did this governing body even exist. My Shepard is a spectre and he says repeatedly that their are freaking reapers and I can't even get the council to look into it. Yet I turn in the galatic news and people report sitings of unknown ship profiles resembling the rachni and the council is launching a full investigation. Seriously WTF random people report seeing alien ships (oh look a UFO!) but an alien ship attacks the damn citadel and they 'have dismissed' my claims.
You would think shepard's word being a spectre would be enough to at least get them to do an investigation, oh and the fact the damn thing almost blew up their dreadnought which I told the humans to save. *grumble grumble*

The council is. . . . . stupid. I have no idea why Bioware made the council such condescending maniacs, but they frankly deserve a boot up their ***!
Example:
(MASS EFFECT 1 SPOILERS! DO NOT READ AHEAD UNLESS YOU"VE BEATEN ME1!!!)
Turian Councilor if you kill the Rachni Queen: Shepard, you *******! How could you take it upon yourself to kill off an entire species?
Turian Councilor if you save the Rachni Queen: Shepard, you moron! How could you take it upon yourself to release the Rachni Queen, when they've proven to be dangerous and genocidal in the past?
Shepard: STFU, it'll all work out in the next game somehow!.
END SPOILERS
The Council are a bunch of pretentious idiots. Either that, or they were indoctrinated by Harbinger. I have no clue how those councilors in particular are still serving. Heck, even Udina takes the same position. At least Anderson, if you put him on the Council, will acknowledge that Shepard saved the galaxy and he should get some credit for it.
