first find the folder in 32 bit C:\\Program Files\\DAODB and in 64 bit C:\\Program Files (x86)\\DAODB
right clik on folder DAODB and set Permissions to all to full control

Here's what I did on my Windows 7 system:
1. Completely uninstall the Toolset and the MS Server and all applications thereof.
2. Delete these registry keys if they are still in the registry using RegEdit:
HKEY_LOCAL_MACHINE\\System\\CurrentControlSet\\Services\\MSSQLServer
HKEY_LOCAL_MACHINE\\Software\\Microsoft\\Microsoft SQL Server
3. Delete the DAODB folder in your C:\\Program Filesx64 folder
4. Restart the system
5. Reinstall the toolset and server from a completely new download using the default settings.
I don't know why it suddenly worked for me but this is what I did. I am no expert, just a bored grandma with a new hobby. For any other questions, check with the great people here at Bioware as they helped me find my way. Off to modding!
