This may be the case. However, this can be fixed by exclusive PS3-only content. This may be a good stimulation.
For example, I own 2 copies of Bioshock 1, one for PC, other for PS3. I've bought it on PC first, and on PS3 later, partly because I prefer PS3, but partly because of exclusive content. And this content is premium, not free.
Another major case is ME1 decisions. I've played ME1 on PC, and so did most players who prefer PS3 but wanted to try out ME1. Now sequel comes to platform I prefer, but memories of my ME1 playthrough are still fresh and i would like a way to input my decisions in ME2. Maybe an optional questioning before the game starts? Where you fill in missing data about what happened to Wrex, insect race, council etc.
Thing is, I haven't played ME2 yet, too many games, too little time. But most of my friends who prefer PS3 played it already on PC. It may be tough to convince them to buy it for PS3 again, but not impossible. People re-buy games as GoTY editions, enhanced editions, like Super Street Fighter 4. Or RE5 with PS Move support. What is required here, is something substantial that makes PS3 version the one to get. Like Super Street Fighter 4 actually worth getting to those who own SF4 already. Since it all boils down to marketing, there are numerous ways to achieve it. Not only exclusive DLC, but maybe Move support, or some general game enhancement. Like, as it's commonly mentioned, helmet toggle. Redesigned resource mining. Something that will make my friends and other who have PC version think "hey, there is some awesome stuff on PS3, it looks like game will feel even better with it, I should try it!"
Good example - Alone in The Dark Inferno. Well, this game is broken in many ways and actually PS3 version is the only one playable, but it's not the case... The case is PS3 version IS different and offer something new in terms of experience. While, mind it, the story remains exactly 100% same.
