Oh, it's much more than semantics. It's the difference between buying a shotgun for home defense and actually donning a mask to become a vigilante.
Not to discredit Aveline's performance as Guard Captain, but to me she indeed seems much more interested in "guarding the Guardsmen", as Hawke put it, rather than *
actively hunting* crime.
(1) The primary reason she went out of her way to expose Captain Jeven's corruption is that Jeven is throwing away the lives of her fellow Guards- her friends and commerades. In Aveline's own words, "
The Guard deserves better than him."
(2) The way she dismissed Emeric's investigation as pointless folly is not the attitude of a vigilant crime fighter determined to root out all evil (ala Meredith), but that of a practical minded magistrate more interested in maintaining stability and the status quo.
Finally, I think it's important to distinguish Aveline's motivation from any other character in DA2. She is not motivated by a personal vendetta (ala Anders, Fenris, Rival Sebastian), nor by religious conviction (ala Arishok, Friendship Sebastian), nor by personal gain (ala Isabela, Javaris).
So what is her motivation? Her devotion to law and order is mild compared to most other character's devotion to their causes. You almost never get more than +5 Rivalry from her for doing unlawful things, and often you can gain friendship from her by breaking the law to prevent the weak and innocent from harm.
I think it is very telling that Aveline is susceptible to the Desire Demon in the Fade (who promises to bring Wesley back) rather than the Pride Demon. If she's a vehement crime hunter at heart like Meredith, she would have been seduced by the Pride Demon who would grant her the power to root out all evil in Kirkwall or Thedas. Instead, this woman-shaped battering ram's only vulnerable spot is in the people that she cares about, especially those she tried but failed to protect.
