To be honest, considering how rarely the devs comment on such matters and that Luke was replying in regards to exactly the 'inappropriate armor' issue I really think it's a stretch not to think she'll wear heavier armor later on. There is no guarantee she will wear full massive armor, but I think it's very unlikely he commented because she'll be switching to a flowery dress around the half way point.
Obviously we don't know for sure, but thats what optimism is for?

Especially if Hawke & Co. go up against Flemeth or a dragon later on. The slo-mo finishing blow would've been epic.

Contrary to Hollywood belief you stand a fair chance of splitting your knuckles if you repeatedly use your fist to strike something hard like that.
Especially given the fact that is basically a skull surrounded by toughened leather (I think).

I couldn't care less about the "accuracy" or "appropriateness" or "sensibleness" of outfits. They're fixed, mostly. Once that decision was announced I've only cared if they look cool, and coolness is the definition of subjective. Within the narrative I'm willing to accept the idea that what Hawke and his party wear early in the game is subject to change for obvious contextual reasons. Beyond that, I don't really know or care, beyond hoping that I personally think the outfits look cool, and aren't patronizing like Miranda or Jack.
