I've finally decided to play through NWN2 (which I bought years ago but never got around to playing) and was wanting to make sure I developed a good character. I played through NWN1 and ended up with an OK character, so this time I wanted to make sure I did it properly. Below is the current plan I have for a dual wielding fighter type character who will wield a greatsword and a short sword and wear medium/heavy armour. Any advice? Also are there any mods (UI tweaks etc) that I'll want to play with or is vanilla still good?

For mods, I would recommend Kaedrins PRC package. It has a ton of new classes and necessary fixes for existing classes. Has (several) dual wield prestige classes as well. It needs both addons though (iirc).
Regarding the build... well... You should drop the idea of using a big weapon one-handed. Nothing good can come from that (weapon finesse works not with those and you will hit nothing!). Specialize in one type of small weapon instead. Kukris are a really solid choice.
I would recommend as follows:
Str 14 Dex 16 Con 14 Int 14 Wis 10 Cha 10 (invest all points in Dex)
Start with a level in Bard (allows tumble and use magic device as main skill and gives u a permanent buff in form of "inspire courage")
Get Luck of Heroes and Able Learner at level 1 (allows tumble and use magic device to remain class skill for your fighter levels)
Then fill all remaining levels with fighter taking all two weapon feats and weapon finesse (the earlier the better level 4 or so). Take all focus, improved critical and specialization feats for your selected light weapon. Blind fight comes also in handy, as well as knockdown and improved knockdown. Toughness is nice as well. Later on you can take two weapon defense feats. They are not that important though, as your ac should be decent anyway with your high dex.
You don't need power attack (reduces hitchance=bad for dual wielding) or cleave. It is only good against weak enemies, who are... weak. They die like flies anyway later on.
Skillpoints go in tumble, use magic device, one social skill (diplomacy or bluff) and perhaps armor or weapon crafting. Or taunt, but I have always other characters with that skill.
That should make for a solid (not overly strong but solid) dual wield build.

Cool, thanks. I don't need to put points into parry then?

Oh, and don't bother with prestige classes?

Parry is bugged in NWN2. And even if it worked I would not advise it for dual wield build. It works like this: Your character, when in parry-mode, does not attack. He only parries enemies attacks, and on a successful roll, makes a counter attack. As you want to raze your enemies with a storm of twirling blades, as a dual wielder, that is highly uneffective.
And the bugs limits the amount of counter attacks per round as well. So yeah, just drop parrying.
Regarding prestige classes
You could go for Bard 1/Fighter 9/Red Dragon disciple 10. You would lose a good portion of feats (3 or 4 I think) and would gain a crapload of strength and charisma (for dialogue checks not too bad) and considerable amounts of armor class. A magic breath attack and some resistances as well. But it does not scale as well with a dual wielder as it does with a twohander or sword&board fighter, where strength is you main stat.
You need more feats for dual wielding and so it might not be advisable to give up so many feats.
I think I would go for a pure fighter (well, almost, with that one bard level).
Of course there are also dual wield builds for monks, those that bring rogue and shadow dancer (for sneak attacks) into play and so on. Would be too much deal with them all, here.
Edit: Forgot one thing:
For armor never wear something that has low
"Maximum Dexterity Bonus".
I would advise to wear nothing heavier than a chain shirt in the beginning (max bonus 4) and a selfmade mithral breastplate ( max bonus 5) with custom enchants later on. With 20 dex (+5 bonus) and 5 armor rating it offers more protection (10) than a full plate (allows max 1 dex bonus by 8 armor rating totaling at 9) for a much lower weight.

Wood Elf is a good choice for the str and dex bonus.
Kaedrin's class Pack has the Thug base class which is a fighter with sneak attack instead of bonus feats. It also has more dual wielding feats and PrCs.

Yeah, if it does not need the expansions (like I said not sure about that) give it a go. Tempest and Whirling Dervish are both awesome PRCs for dual wielders.

Actually Champion of the Wild is the most awesome if you are Dual Wielding, as it uses Dex for damage. With Human & Kaedrin's I'd be tempted to go Fighter 12/Monk 3/Swashbuckler 3/CotW 2. You get Str, Dex & Int to damage, Dex & Wis to AC and Dex for AB, some extra Speed, deflect arrows, & loads of extra Feats. Dual Wield Rapiers with Oversized Two Weapon Fighting.
