What exactly does "resistant to fire" mean?

I've never used Incindiary in this game and I'm just wondering what it means when it says that synthetics are resistant to its damage.

Does it mean they don't panic?

Does it mean they take less damage from it?

Does it mean they take NO damage from it?

I looked around the boards and the wiki and was surprised I could find no answer.

Synthetics don't panic when they're on fire as far as I've seen. However, when you shoot a mech in the optics with Incendiary Ammo it does kind of "panic" (his head starts shaking and he'll hesitate to shoot).

I think they always do that when you shoot them in the head. Sometimes they say "rerouting power" and then continue.
