You do know that Cunning Armor penetration is pathetic right?  Take your cunning score -10, divide that by 10 and thats the armor penetration. Its basicaly every 10 points in cunning past 10 you get 1.4% armor penentration.
(Cun -10 * 0.14 = Armor Penetration bonus)

Most enemies in Dragon AGe have pretty low armor, its defense thats the real defensive value.

So if I wanted to make a ranged rogue I would probably be best off putting most of my points in dexterity and ignoring lethality?

Best = whatever is most fun.  I've played dex archers and cunning archers and enjoyed both.  A dex rogue is simpler and safer but a cunning rogue makes a better bard.  A dex rogue needs more points in coercion and lock-picking, a cunning rogue needs lethality and attack boosts.
