Spoilers because I will be detailing what I am currently up to.
(finished elves, redcliffe, denerim before landsmeet, soldier's peak, shale, and circle tower)

I've picked harrowmont's as a side to support.  I've finished dust town, the dungeon underneath (jarvia), and the proving.  I still can't seem to find oghren in the tapsters tavern.  Is there anyway to spawn him via console?

Currently on the quest to search for Branka his wife, but I haven't searched near deep roads yet.

Okay first overall, Oghren doesnt spawn at the tavern. Once you get all your quests to go into the deep roads, and you have talked to Harrowmont, he should appear on the right side of the path when your going to the DeepRoads, but just before the soldiers who stop you.

Go toward the DRs and a movie should start of his drunk ass coming up to you. lol

He spawns in the tavern once during your dealings with harrowmant and the prince. You can't recruit him there though, so it doesn't matter. Just follow the questline and he'll appear.
