Note: Key word being expand, try to write within the story that was already present in NWN 2, not necessarily write up a new background for them.
My suggestions (Please note there are a few characters I might be verbose on and others whom I don't spend much time on, please forgive me for having favorites.)
Khelgar: This guy's story was mostly well written but I would have added an option where he could refuse being King and giving Keros the throne instead (while exhorting him to open his eyes to the threat of the King of Shadows) as he is not suited for being a King (especially as a Monk).
Neeshka: In Act 3, give more details about her bloodline. Perhaps through having her interact more with Ammon Jerro and the summoned Mephasm in the Keep and give her the option of becoming a Shadow Dancer (in story, like Khelgar can become a Monk.) Another idea is to have legal authorithies come after her perhaps for a crime she may or may not have commited and our NPC stands by her etc. Another idea is when she comes to us to reveal that she's found Unus or other thieves are doing some smuggling (essentially stealing from the KC) and they offered her a bribe for her help. Also Romance arc please
.Qara: There were a few great scenes and lines cut from her. The scene of her confrontation with Sand at Crossroads Keep, demonstrating her power and showing why Sand would be scared and be willing to betray the party because of her. The act of encouraging her to reign in her power or unleash it completely when facing the elemental, I'd put those back in.
I would add another scene where she either goes to visit or is visited by the relatives of Wynn & those other students whom the Necromancer at Old Owl Well made zombies. Perhaps expand on that to investigate what academy students (especially the rare few who were Qara's friends) were doing at Old Owl Well. Eventually leading back to Jochris (Perhaps Sydney could give this information as well.) Allow Qara a show down at the academy with Jochris with the player controlling her. The player (Qara) could choose to spare or not spare Jochris and give a reason because of the KC's influence over her. Also through out all this I'd suggest an option to show case Qara's possible growth into maturity. I'd also like a romance option with her as well.
Ammon Jerro & Shandra: Have Ammon help Neeshka out as in earlier suggestion. Also my Hoar worshipping KC was a bit put out at having such a guy join initially. So I would suggest a trial & judgement of Ammon Jerro type scene using a Speak with Dead spell to allow Shandra to be the final judge. My final suggestion although it would conflict with MotB would be help Ammon Jerro with a magic ceromony, such that at the end after the King of Shadows is defeated, Ammon would sacrifice his own life to restore Shandra's life. This noble act would not stop his soul from being completely tortured by demons/devils but it would lessen some of the pain he would suffer in the After life.
Casavir: For male and possibly female characters have an option to boink him over head and point out that Katriona is very interested in him? Expand his background from the Bishop & Casavir scene, give more insight into the troubles in Neverwinter that he left behind. I believe some one mentioned there was cut content about him having a romance with the owner of the Moonstone Mask. Have him go back and face them (Legal challanges? or Duel etc) in Act 3.
Sand: More detail into his time with the Host-tower, more detail into why he was refused into the Academy by Qara's father, More reasons for his dislike of Qara. Perhaps for male characters and possible female characters being able to match make between him and Torio. Perhaps a quest to get him an invitation to study/teach at the Neverwinter Academy ? Also I understand some players would like a romance with Sand too
Bishop: There is a rather nice romance mod for him as I understand. Possible suggestions include Luskan assasins finding him and perhaps a more in depth chat regarding Bishop with Duncan about Bishop's background.
Elanee: Only thing I can really suggest about her is perhaps have her druid mentor come to the Keep with her?
Grobnar: I can't think of anything to do with this guy.
