I just thought why we'd be capped at level 30, and how importing to ME3 could work.
The game is made with the exact game and graphics engine (seriously, it looks more than good enough for the next game), and all they do is add on to it.
Each class has a variety of powers added to it, and the existing powers might get another in between tier or modifications. We start at the level we import in, and the cap becomes 60, rather than 30. The Weapons and armor are imported as well, meaning that we start with a decent selection, and can improve it in the next game.
This would give Bioware a lot more creative room, as they'd have two of the *very* rough parts mostly done (graphics, game, models), and they could build on what they've already done. It would also allow them to add more to the storyline.

If we started with fully upgraded everything, then how would the character grow in ME3?

Because that would be the starting point for ME3, and you'd get more powerful as the game progresses.
Basically, you'd start where ME2 left you, and take it from there and get more powerful
