i'm guessing it's blood as a rite of passage thing for when young qun'ari join a certain elite warrior order by smearing his first "assignment"'s blood on his body, that's probably why sten didn't have it, because he wasn't part of that order.

that's for the qun'ari 

EDIT: as for hawke though, i think it may be blood...specifically from the qun'ari's allies
