He joined Shepard because he kind of took a rocket to the face and had nothing going on. Tali then joined later because she was freed up. Other characters were purposefully written to be busy so as to not be recruitable.
I don't see where Garrus has declared devotion to Shepard other than it's another awesome adventure to go on. I get the impression that he's come along because he has nothing left to lose and wants to have his crusade, not because he's passionately loyal to Shepard.
I realize that other people got different vibes from him but that's how it came off to me.
Really he could have just left any time he wanted to after Shepard fixed his face. He could of went after Sidonis by himself and then disappeared again. That would have been selfish. Instead he decides to be by your side when you fight the Collectors.
He could have left, but again, this is the moment he's been waiting for: going face to face against the ultimate evil without red tape holding him back. I get the impression that he's in it much more for the experience than he is to help Shepard.
It's a matter of interpretation, though. I could care less if he was a friend or not; I'd much rather have capable individuals that will do their job and follow orders. The following orders thing is what makes him sketchy to me, though he proved that he's maybe lost a little of his impulsiveness when he doesn't shoot Sidonis if you tell him not to.
Whether he's loyal or not isn't my issue with him though. It's his philosophy and why he does things that I don't agree with ("badassery" etc). Anyway, I appreciate that you're engaging me in this convo.
