So I'm about to start my canonShep finally, and I'm curious as to which powers I should level up first. This is going to be a Widow/Mattock/GPS soldier, so I think I'll first level AR to level 3 (for the3 sec cooldown, to achieve the most out of the mattock, and because I don't need the survivability from lvl 4 AR yet),but from here I'm lost. Should I max my passive next? Or inferno ammo? Those are the two options I've narrowed it down to, but I dont know which I should go with. While the paragon/renegade and weapon/storm speed/health will be nice, inferno ammo will help out more so in combat.
Any thoughts?

I'm playing my insanity Soldier now with the new weapons too, just about to start Horizon. Early on, I tried to get to rank 2 Disruptor, rank 1 Incendiary, and rank 3 AR. Now I have rank 4 Heightened AR, rank 2 Disruptor, rank 4 Inferno, and rank 2 passive. It has been working really well the whole time so far. I considered having rank 4 Squad Cryo by now, having to go down to rank 2 Incendiary and rank 3 AR, but then I decided I was going to bring Grunt and Jacob along instead... each with their own Inferno Ammo-powered GPSs as well

I think this is the route I'm going to go with. Now I just need to figure out my recruitment order. Hmmm I'm thinking Jack, Mordin, Garrus, Grunt. And until I get inferno ammo, just bring along JacobKronner wrote...

A good way to 'save' skill points is to take GSB as bonus power (other bonus powers are a waste on Soldier anyway, AR spamming is the way to go - you can use GSB before a fight and it's a lifesaver when medkits don't work). Just dump all spare points in GSB, once you've enough, research Advanced Training and chose GSB again - all skill point will be reset, you can now use them for other powers.
PS this is before Horizon - afterwards you can redistribute all skill points.

With a new Soldier I agree with the AR, then Passive, then ammo power of your choice. For early ammo powers I build up my squadmates ammo powers first and often bring Miranda for her versatility and squad +damage & +health bonuses.
I recently did a new soldier and pretty much [with the firepower pack] breezed through things. Of course with that new DLC it's not saying much that the game got easier
